Position Title:  Housing Counselor
Unit/Organization: Community Housing Services Program
Reports To: Executive Director   

Organization Overview:  Founded in 1967 through the efforts of citizens concerned about the lack of decent, affordable housing, Home Opportunities Made Easy, Inc. (HOME, Inc.) is the oldest private, non-profit housing organization in Des Moines.  HOME, Inc. believes that quality, affordable housing provides the foundation that enables people to stabilize and improve their lives.  HOME, Inc.’s mission is to create opportunities for quality affordable housing through the development of affordable housing, revitalizing low income neighborhoods, counseling individuals and families so they obtain and retain housing, and providing education to tenants and landlords to improve rental relationships.

Purpose of Position:  To provide individual counseling, information, referral, advocacy and supportive services to individual clients in the areas of homeless prevention, rental housing and homeownership and provide educational services to groups within the general public about housing related issues.

Key Areas of Responsibility: Individual Client Counseling

Specific Duties:

1. Provide non-judgemental listening to clients experiencing a housing problem in order to help the client identify their needs and develop an appropriate plan based on the client goals and personal/family choices.

2. Provide information referral, short term counseling to clients to enable them to understand and resolve housing issues.

3. Provide extended case management, counseling, advocacy, and other services to clients during which needs are assessed, goals determined, and strategies planned and implemented.

4. Conduct mediation sessions with clients to aid in the resolution of housing issues.

5. Attend trainings or conferences to gain a working knowledge of national, state and local laws, regulations, and statutes which affect housing in order to effectively serve clients and meet certification standards.

6. Develop a working knowledge of local public and private agencies and programs which are available to assist persons with housing related problems.

7. Establish and maintain relationships with partner agencies for referrals which recognize the client’s needs and maximize success.

8. Maintain accurate daily records of clients and services provided, and submit written activity reports to supervisor upon request.

9. Maintain client confidentiality.


Key Areas of Responsibility:  Individual & Public Education

Specific Duties:

1. Work to inform tenants,landlords and homebuyers on their respective rights and responsibilities.

2. Prepare educational pamphlets and materials on a variety of housing related topics.

3. Conduct individual and group educational sessions on rental housing and homeownership.

4. Function as are source on housing conditions/issues on state and local levels to improve housing programs/services for clients.

Specific Duties:

1. Demonstrate sensitivity and respect for all clients and the community at large which adheres to the principals of equal and fair housing.

2. Work cooperatively and maintain professional relationships with coworkers, clients, and community partners and agencies.

3. When required,participate in agency and community functions to support overall agency mission, vision and values.

4. Establish relationships with external people and organizations to promote HOME, Inc.programs and mission to engage clients, referral sources, partners and supporters.

5. Must have regular and reliable attendance and actively participate in staff/program meetings/activities in order to communicate and serve clients effectively and obtain information related to employment.

 

Job Specifications:

Education:

Bachelor’s degree in human service related field such as social work or counseling with two years of experience is required.

Experience in working with low income people, providing both short term and case management. 

Services and knowledge of housing issues and resources in Central Iowa is resources preferred.

 

Successful candidate will be required to train for and pass HUD housing counseling

certification exam within 12 months of employment.

 

Communication Skills:

Ability to read and interpret documents such a laws, regulations, and procedural manuals. 

Ability to define problems, collect data, establish facts, and draw valid conclusions.

Ability to communicate complex information in simple and plain language.

Ability to write reports,correspondence, maintain client records and data.

Ability to speak effectively before groups.

Bilingual Spanish preferred.


Special Requirements: 

Must have a valid driver’s license.

Must be able to effectively communicate others through use of a standard phone system.

Must be able to effectively use computer, knowledge of Office 365 preferable.

Must be able to add, subtract, multiply and divide in all units of measure.

Must be able to travel for periods of time for training.

Must be available to work nights and weekends as needed.
